Responsibilities
The Collector/Treasurer's Division is responsible for the collection of all monies due to the Town including:
- Real Estate Taxes
- Personal Property
- Motor Vehicle Excise Taxes
- Departmental Receipts
- Water and Sewer Bills
- Parking Tickets
The Collector/Treasurer Division is responsible for issuing payroll for Town and School employees, bill warrants for payment of all vendors and the reconciliation of checks and bank accounts. The Division issues debt required for authorized short-term and long-term borrowing and handles life insurance reporting and benefit administration. Please note that our online water payment system is not a live system. The online system does not update for payments. If you are unsure if you made a payment, please contact us at 978-623-8940 before making a duplicate payment.
Pay DELINQUENT Motor Vehicle Excise Bills
Motor Vehicle Excise Bills that are over 45 days past due may also be available to pay using the delinquent link.
Payments made by electronic debit are charged a $0.50 processing fee by the service provider. Payments made by credit card are assessed a convenience fee by the service provider (calculated and displayed prior to submitting payment). Pay online here.

Unclaimed Funds
Pursuant to Mass General Law 200A, Michael S. Morse, Treasurer for the Town of Andover hereby serves notices of names of persons or vendors appearing to be owners of funds held by the Town of Andover, MA and deemed abandoned. To claim funds, a written request is required. Information required is proof of ownership, full name, and current mailing address. Request can be sent to UnclaimedFunds@andoverma.us , or mailed to Town Hall, Attn: Treasurer, 36 Bartlet St. Andover, MA 01810.
