Andover Community Power
PROGRAM OVERVIEW
Andover Community Power (ACP) is a municipal aggregation program offered by the Town of Andover to provide residents and businesses with new, Town-vetted options for electricity supply. National Grid continues to deliver the electricity, repair power outages, and maintain the electricity grid; they also continue to send customers one bill for the electricity you used. The Town launched the program in June 2024 and since then prices have remained stable and have saved participants over $2 million compared to staying with National Grid as an electricity supplier.

IMPORTANT NOTICES
- Please keep in mind that future savings cannot be guaranteed because National Grid Basic Service rates change every six months for residential and commercial customers and every three months for industrial customers.
- Newly eligible customers will receive a Customer Notification Letter detailing the program and ways to leave the program (opt out); those who choose not to opt out will be automatically enrolled.
- Customers who have chosen a third-party supplier can voluntarily join the program, but they may be subject to penalties or early termination fees from the third-party supplier if they switch to the electricity program during the term of their contract with their chosen supplier.
WHAT IS MUNICIPAL AGGREGATION?
Andover Community Power is Andover's municipal aggregation program. Municipal aggregation is a process by which a city or a town combine (or aggregate) the electricity load of all basic service customers within its borders, and then contract with a supplier to purchase electricity in bulk on behalf of the community. Aggregations offer communities multiple benefits including better price stability and higher renewable energy content than is typically offered by the utility's basic service.
DEVELOPING THE MUNICIPAL AGGREGATION PLAN IN ANDOVER: A TIMELINE
Voters at the 2020 Town Meeting approved empowering the Select Board to engage with a consultant to design and develop an aggregation plan. The consultant worked with Town staff and residents to craft the main elements of the program design. In July of 2021, after consulting with the Department of Energy Resources, engaging with the public about the desired goals of its future aggregation program, and undergoing a public hearing process on the draft aggregation plan, the consultant submitted the final Aggregation Plan on behalf of Andover to the Department of Public Utilities (DPU) for approval. The Town obtained final approval from the DPU on January 22, 2024.
