Town Clerk's Office

Responsibilities

The Town Clerk's Office serves as a resource for residents, municipal departments, boards and committees, and other stakeholders.  Our office oversees voter registration, administers all local and state elections (including in-person Early voting and voting-by-mail), and organizes town meetings. The Town Clerk’s Office also maintains vital records for birth, death, and marriage certificates. Various licenses are issued by our office, including dog licenses, raffle permits, business certificates, and alcoholic beverages licenses. Acting as custodians of public records, the Town Clerk's Office responds to public records requests in accordance with state law. The Town Clerk's Office retains official copies of Town general bylaws, zoning bylaws, and other permanent municipal records. For those serving on Andover boards and committees or as municipal employees, the Town Clerk administers oaths of office and supports ethics compliance (including documenting disclosed conflicts of interest). The Town Clerk's office is also responsible for issuing the Annual Town Census and receives a variety of legal notices, including appeals of local decisions by permit-issuing boards and committees.

Licensing

The Select Board is the Licensing Authority for the Town of Andover. All applications and inquiries are handled by the Town Clerk, as Licensing Agent, and the Town Clerk’s Office.

Marriage License

Notary Services

The Town Clerk's Office has notaries public who are available to notarize certain documents for $1.25 per seal. Please call ahead to ensure that your document type can be notarized by our staff (appointment required).

Town Meeting

The Town of Andover has an Open Town Meeting Form of Government.  Annual Town Meeting is held every spring.
