The Planning Division is responsible for ensuring the orderly growth and development of the Town through sound planning practices and through the implementation of the recommendations of the Comprehensive Plan.

Accessory Dwelling Units (ADUs)
At 2026 Town Meeting, the Town will vote to amend the Andover Zoning Bylaw, Article VIII Section 7.9 “Accessory Dwelling Units” to render the section consistent with 760 C.M.R. 71.00. -
Route 133 Corridor Improvement Project
This project focuses on RT 133 (Lowell St), a major arterial route running through the heart of a dynamic, growing area of the Merrimack Valley. Design proposals and information on the Route 133 Public Enhancements Working Group can be viewed online. -
Essex Street/MassWorks
The Town of Andover was awarded a $3.3 million dollar grant through the Commonwealth’s MassWorks Infrastructure Program to support roadway and sidewalk improvements in the Essex Street corridor. Conceptual plans and a project story map can viewed online. -
Andover Complete Streets
The Town of Andover has developed an Active Transportation Plan with the goal of providing safe and accessible options for all travel modes for people of all ages and abilities. -
Learn About The Multifamily Overlay District
State Legislature passed economic development legislation requiring all "MBTA Communities" to develop at least one zoning district within .5 miles of transit that legalizes multifamily housing permitted by right. -
Central Street Historic District
Article 29 - Establishing the Central Street Historic District and Bylaw was approved at Annual Town Meeting on April 30, 2025 and received final approval from the Attorney General on October 24, 2025. -
Andover Comprehensive Plan 2023
The Plan looks 10+ years into the future and presents Goals and Objectives related to Land Use, Economic Development, Housing, Open Space, Transportation, Cultural and Historic Resources, Municipal Services and other growth related categories.
